Zoning Amendment Bylaw No. 994, 2025 (Parking Standards)
Notice is hereby given under section 467 of the Local Government Act that the Village of Pemberton will consider first, second and third reading of Zoning Amendment Bylaw No.994, 2025 (Parking Standards) during the regular council meeting to be held at 5:30pm on Tuesday September 9, 2025. Council is authorized under section 135 of the Community Charter and section 480 of the Local Government Act, to give the bylaw up to three readings at this meeting.
Purpose: The proposed bylaw amendments update parking requirements, as adopted in December 2024, to clarify discrepancies between the stated intent and the application of the new parking provisions. The amendment proposes parking reversions to one stall per unit for one-bedroom apartments and two stalls per unit for townhouses. Additionally, it places parking reductions for affordable, rental, and special needs housing at 0.25 stalls per market-rate rental unit and 0.5 stalls per non-market affordable subsidized or special needs housing when subject to a Housing Agreement of at least 10 years. The proposed bylaw also includes shared parking and transportation demand thresholds specific to a maximum of 20% of the residential parking space requirement for shared parking, and a maximum reduction of 20% of residential spaces for long-term transportation demand management solutions.
Subject Lands: The proposed bylaw amendments would apply to all zones where residential uses are permitted in the Village of Pemberton.
Bylaw Readings: Consideration of first three readings of the proposed bylaw is scheduled at the Council meeting on Tuesday September 9, 2025 at 5:30pm in Council Chambers. Final adoption will follow after the third reading has received approval from Council.
