EMERGENCY RESPONSE / RECOVERY PLAN

The elected officials, management, staff, and volunteer groups from the Village of Pemberton continue to support the cornerstones of emergency management: prevention, preparedness, response and recovery.  The Village, recognizing the need to guard against potential losses to life, property and the environment,  prepared a plan to maintain that support. The Emergency Response/Recovery Plan for the Village of Pemberton was adopted by Pemberton Council in the Spring 2005 and is updated regularly.

The aim of the Emergency Response/Recovery Plan is to demonstrate the Village of Pemberton's ability to respond to and recover from an emergency while maintaining its own 'continuity of government'.  As well, the plan provides the Village of Pemberton with easy to follow procedures in the event of an emergency, including how the VoP can interact with the Pemberton Valley Dyking District, the Squamish-Lillooet Regional District (Area C) and the Mount Currie Band should the need arise.

Emergencies and Disasters can be defined as events that:

(a)  Are caused by accident, fire, explosion, or the forces of nature, and

(b)  Require quick action by people to protect the health, safety, and well being of others and to protect property and the environment.

These emergencies and disasters are different from day-to-day matters normally handled by the Village of Pemberton and other First Responders.

The Emergency Response / Recovery Plan is reviewed, amended, and updated on an annual basis.  The VoP coordinates plan review and amendments and makes them available to all listed plan holders.

The Village of Pemberton Emergency Response / Recovery Plan was funded with the assistance of the Government of Canada, through the Joint Emergency Preparedness Program (JEPP).

EMERGENCY SOCIAL SERVICES PLAN (ESS)

The Village of Pemberton and the Squamish-Lillooet Regional District Area C developed the Pemberton and District Emergency Social Services Plan ("the Plan").  The purpose of the Plan is to provide guidance and direction to the Emergency Social Services Committee so that if citizens have to be evacuated from their homes as the result of an emergency, members of the committee will be able to quickly and effectively provide the evacuees with the accommodation and other essential services that are required for the duration of the emergency.  The committee will also, to the fullest extent possible, provide for the needs of all response personnel.

The Plan has the capability to accommodate the needs of hundreds of victims or only just a few.  It is important to recognize that the plan can be "down-scaled" in size to accommodate the needs of only a few evacuees who require assistance, as would be the case, for example, if a family were left homeless as the result of a house fire.

The degree to which the ESS plan is to be implemented will be determined by the ESS Director, the ESS Deputy Director, or the Emergency Program Coordinator based on their assessment of the resources required in each instance.
