WHO NEEDS A BUSINESS LICENSE?
The Village of Pemberton Bylaw No.183, 1984 states that resident and non-resident businesses operating within our boundaries must have a valid and current business license. A business license is your formal permission to operate a business within the Village of Pemberton.
Persons are deemed to be carrying on a business if they are involved in any of the following activities:
Dealing in, buying, selling, bartering, renting, or displaying any commodity for profit or gain; Advertising a business; and Rendering or offering to render professional, personal, contractual, or other services for profit or gain.
Prior to commencing business in the Village of Pemberton, a business license must be obtained. If your business is located in the Village, your business license must be posted on the premises in a conspicuous place at all times. If you are a non-resident, you must carry a license while conducting business within Pemberton.
HOW DO I APPLY FOR A BUSINESS LICENSE?
Business License Applications can be made online, or you may pick up a paper application at the office of the Village of Pemberton. To make changes to an existing license, contact the the Village of Pemberton. You may also apply for a VoP Business Licensece online through the OneStop Business Registry. OneStop is also a great resource when you are starting a new business, registering a proprietorship, partnership or incorporating your business.

Business Licenses are valid January 1- Decemeber 31, and must be renewed on a yearly basis. As long as you run your business, you will be billed each January for the year ending December 31. If you already hold a valid VoP Business License, you do not need to re-apply. Business license: $150.00 annually Mobile vending: $300.00 annually If you apply later in the year, or have a seasonal business such as snow plowing, the license fee may be pro-rated to 50% of the yearly fee.
THE BUSINESS LICENSE PROCESS
Generally, the process for obtaining a Business License takes 2-3 weeks, but may take more or less time dependant on the complexity of your application or the time of year.
Step 1: Application
Complete a Business License Application and submit it to the Village Office.
Step 2: Review
Application is reviewed by Planning and Development, and referred to other appropriate departments as necessary.
Step 3: Inspection
Any necessary inspections are performed.
Step 4: Evaluation
You will receive written notification as to whether your license has been approved or if there are any outstanding issues that need to be addressed before approval.
Step 5: License Fees.
With your notification of approval you will also receive an invoice for the cost of you licence. Fees must be paid in full before a business licence will be issued.
Step 6: Issuance of Business License and posting on VoP Website
Your license will be mailed within two weeks of paying your invoice in full. Should you chose, your business information will also be listed on the Village of Pemberton's Business and Services Listing at this time.
WHO IS INVOLVED IN THE PROCESS?
Depending on your application, the following individuals/departments may be involved: Planning and Development - approval of proposed business use, lot size, and parking. Building - approval of a building permit for proposed building alterations, especially structural changes. Fire Department - approval of fire safety equipment installations, alarms, smoke detectors, exits, etc. Provincial Medical Health Officer - approval required if the business involves the preparation, distribution, and selling of foods other than pre-packaged or pre-bottled foodstuffs.
HOME BASED BUSINESS
The procedure for processing a business licence for a home occupation is similar to the procedure for a business located in a commercial premise. Proposed cottage industries and home occupation uses are subject to zoning and other regulations as outlined in the Village of Pemberton Zoning Bylaw. With respect to home occupation uses, the following general regulations are outlined in Section 207 of the Zoning Bylaw. Be sure to check the bylaw for regulations specific to your zoning area.
MOBILE VENDING
Mobile Vendors are defined as any person carrying on the business of operating a mobile store, who goes from place to place or house to house selling or offering for sale, or who vends on any highway, street, lane or public place, any goods, wares, merchandise, or foodstuffs. Mobiles vendors include, but are not limited to: hot dog carts; highway-side vendors; and door to door sales. The annual cost of a business licence for a mobile vendor is $300.00.
